This could just be caused by dry skin. Try applying body lotion on the area for several days and see if anything changes.

goosebumps? (nah. they stay for only a period of time)
old mosquito bites?
I used to get those in patches on my arms when I was in my teens and twenties. They never itched or anything and eventually they went away altogether. I am female . i get those and i put psoriasis medicine on them and they go away.
