Good question. I always thougt it was when you were no longer in puberty but apparently I was wrong. My breasts went from a 34B to a 34D from the ages of 20 to 25. I did read however that most women's breasts reach there full maturity at ages 24- 25

Actually, they do stop growing outwards. But they tend to never stop growing downwards.
