not at all. I'm 23 and I'm only 5' tall, now I'M short. You still have a lot of potential growth to hope for. It does come down to your genes too though, so if you're parents are on the shorter side, you might not sprout too much higher. My parents are 4'11" and 5'9" (I promise the tall one is my dad!), so I leaned toward my mom. But like I said, you've got lots of time left to possibly grow more, you're still developing, don't sweat it. And hey, being short isn't so bad either.
