After our first child she stayed at a D-cup at 20yrs old. So girls can still grow breats at 16yrs old, and according to the doctors in my family that is normal since there are growth spurts and each person matures at different rates.

yes your breasts can still grow your still young and still growing into your body. the thing bout them hurting is pretty much what everyone else is saying. i am 28 and my breasts are still growing even after i had my two kids. everyone is different. heck im still growing in height wise. just be patient through the rough times.
