I'm pretty sure the only reason a tube would be infected is scar tissue from an std or some infection that was never treated. But this isn't the only reason for a ectopic(tubal) pregnancy. You should be able to look up plenty on the internet about an ectopic pregnancy.

The egg didn't get all the way through the fallopian tube before it got fertilized.
I will let someone else answer why tubes get infected. I'm not sure about that.
