You might be pregnant or premenstrual. Breast tenderness is a symptom of both.

Your birth control can be causing the breast tenderness too. You might want to check with your doctor about switching. I have the IUD and I have not had any problems with it what so ever. Check to see if you can get that. It is 99.9 % effective.
I know how it feels girl. I just turn 26 and my breast are always sore and i went to the D.R and i was told that my homones are changing, but you could also be pregnant. Get it checked out.
