I've never had one, but i've seen several. Sometimes women have them for cosmetic reasons, generally those who seek gender reassignment get it for this reason. Also, sometimes the labia are too large or long to comfortably wear normal clothing. In this case, and in cases where for whatever reason the labia have been badly defromed, it is a more necessary procedure. As for scarring, there is generally very little. This is a cosmetic procedure, the sutures are sewn very small, and subcutaneously so scarring is minimal. A good surgeon can really make them look great.
