It's probably an inflammation of a gland in that area...called a Bartholin Cyst. It's usually harmless and has nothing to do with having had sex or not.
See your doctor to determine if it needs to be lanced. In the meantime, try hot compresses on it.
it's most likely acne it can be all over the body even around the genitals.
