A question for mature females only, who actually have good answers please; about very small breasts...?

Question:
I'm a 17 yr old female, and am presumably fully developed, but with very small breasts. I have the approximate bra size of 36AA. I'm wondering if there's a chance of breasts taking longer to develop, or if I just have a small bust.
My period started, my hair grew, at about age 12, and I'm quite sure I've stopped growing, as I've been the same size (5'4, 120lbs, shoe size 6-7) for 3 years.
So...anybody else with such a small bust for an "adult" body? It doesn't really matter too much to me, though I'd like to have a bigger one...(I have to wear tight shirts for to know that I really have a bust, but I don't like to wear what I consider as somewhat indecent clothes)..
I think my 13 yr old sister will surpass me quicky, and I feel somewhat like a kid with such small breasts. (I do have the other womanly curves though, and an adult body. Just a really small bust)
Anyway, just thought I'd ask. Thanks:)

Answers:
You may be fully developed. Your breasts might grow if you gain a lot of weight, and if you ever have kids, they'll grow (at least while you breast-feed).

Small breasts can be beautiful; don't give in to any societal pressure to want a larger bust size. I've always wanted smaller breasts. And one of my best friends, who is in her mid-20's and has very small breasts, is very attractive. She carries herself with confidence, and guys really respond to that. She dates a lot, actually. She never shies away from wearing a bikini, and she's told me that she loves being able to wear tank tops that look better bra-less (something I've always been jealous of). You probably look great just the way you are!
well the time when they stop growing is abpout 20 21 but youll probably have a small bust nothng wrong with it i have small bust too.only b 32
