It sounds like a yeast infection. My suggestion is the natural way, eat yogurt and take acidolpholis. Any health store can help her find the kind that is right for her. Also limiting sugar and bread intake helps. Yeasts love sugar and breads help make these types of infections grow.
Also it might be the soap she is using, try a feminine wash, Massingal makes one that is quite pleasant. Washing her panties on the gentle cycle with 1 cup of white vinegar added helps kill yeast left on the crotch area of the panties. Wash panties in hot water then when dry, Iron on the cotton setting over the crotch area will help kill any remaining bacteria.
