Well back in the day, taking hostages and killing "soft" or innocent targets was the way to convince the enemy to quit for the sake of saving its people. This practice has been done for a long time. Sometimes it's deliberate and sometimes not, like Dresdan in WWII and My Lai in Vietnam.
It's like they never learn this tactic doesn't work and alas poor innocent people pay the price.
