I cut the lip of my vagina and it is bleeding. What do I do. The cut is very small 2-3cm long.?

apply pressure to it then leave it alone and it will heal

Keep it clean and let it heal. Maybe put some cotton on it or wear a pantiliner until it stops bleeding.

You may wanna get some Neosporin on there too, though.

rinse it thoroughly,apply clean cloth until bleeding stops and perhaps wear a pad until it heals some.

2-3 cm isn't exactly small.

Keep the area clean, dry and avoid sex until it heals.

Be more careful when shaving with a blade.

Better get to the ER if it's really 3 centimeters - that would need stitches. If you meant millimeters, clean it with soap and water and put a bandaid on it.
