Will putting on lotion kind of eliminate the facial cleanser I use?

Question:

If i put on cleanser every morning, and then lotion (only on my cheeks and forhead), will it make it so the cleanser did no good to prevent blemishes?

proactive is a three step system
facial cleanser
toner
and a lotion.
but what's in the lotion a small amount of perxoyide! and it still prevents dryness !!
find a lotion that won't make you breakout

well actually it would kind of give you more pimples and yes it would eliminate the facial cleanser you are putting on your face
