Sometimes weird sensations happen if one has low blood sugar. That one, honestly, I have not heard of. Low blood sugar shows up sometimes when a woman is per-menopausal.

Repeatedly taking deep breaths in rapid succession causes your body to get rid of CO2. That causes the pH of your blood to increase, which in turn leads to dizziness and tingling in your extremities.
Panic attacks and hyperventilation can cause this, and briefly breathing into a paper bag will cure it (obviously don't put your head completely into any bag, paper or plastic, in case you pass out...)
The obvious question is, why are you breathing so hard, and what can be done to correct it. Maybe you need to see your doctor.
