Short answer YES.
Long answer...getting pregnant has nothing to do with wether you have your period or not, but has everything to do with when you ovulate...your 'cycle' is the first day of your period to the next day of your period. The average cycle is 28 days and ovulation occurs in middle of this, it is the ovulation part that results in pregnancy, not the period IYKWIM. You could have your period last 3 weeks but ovulate during this period.
If you have irregular periods and you DONT want to get pregnant be very careful with your contraception, I've seen many a girl with irregular periods present at the antenatal clinic at 4 months gestation.
If your periods are irregular & you DO want to get pregnant then just go for it hammer & tong, throw your inhibitions to the wind and get down & durty during your period.
HOWEVER, irregular periods and periods that last 3 weeks are not 'normal' (hate using that word!) and should always be investigated for underlying obstetric or gyn causes.
