Well, it sounds like a yeast infection. You can use Monistat 1, get it over the counter (it's better because it's only a 1-day treatment and comes with a cream that you apply in your genital area on the outside to relieve the itching).
It is very common for young women to get a yeast infection, which can be triggered by many factors, like antibiotic use, diabetes, oral sex. But in many cases the cause is unknown. It is caused by changes in the acidity of the vagina (the vagina becomes less acid) and the yeast proliferate in a non-acid environment. And don't worry, it's NOT a sexually transmitted disease!
I don't think having a lot of hair down there has anything to do , unless you recently shaved which causes a lot of itching days after doing it. However the yeast also grows where you have the pubic hair and it's a terrible itch, so the cream that comes with the Monistat helps a lot (the itch should go away in some days).
There are some other conditions where you could get a vaginal discharge, but if you are not sexually active, then it's almost impossible to get them.

maybe you have a yeast infection, is the discharge more like cottage cheese? if so you most likely have a yeast infection and can get over the counter medicine at the drugstore. If you are sexually active I'd say you need to see a doctor just in case it's a STD.
get some Vagisil and follow directions. Tell someone like a teacher or something. Oh yeah not in school right now... sister, buddy, mom, friend's mom? Somebody. If you let it go, you might not be able to have babies so get help with it.

You do need to talk with your Mom. You likely have a yeast infection, and should go to a gynecologist - a woman's doctor.
If you can't, go to the drug store and get Monostat 7
or Monostat 1. Talk with a teacher, or some adult friend. Your mother must be on your side, though,

Why can't you tell your mum? It might not even be serious; but you might have to see a doctor so he can give you something to make it go away. Or if it is a bit more serious then that, you should let someone know so you can get treatment, but considering you're not sexuality active -- don't worry, you just need to see a doctor and he'll give you something to make it go away. I think if you can, tell your mum that you have to go to the doctor at least. Best of luck.
