Remember, breasts don't stop growing till we're about 18. So you've got ages to catch up. Most girls have some breast development by your age. So I'm guessing your nipples are different from how they looked two years ago. And there's a breast bud forming, too.
You may not be swinging Kinga-esque mammaries round the playground, but be honest with the bathroom mirror. Something's happening, right? Yours will be perfect. Just give it time.
And even if you do end up more statuesque than curvy please remember: small boobs do everything bigger ones do. Look great. Feel fabulous. Feed babies.
