Im only 19 years old and my breast are already sagging, what can i do to fix this problem?

Depends what cup size is sagging. If it's an A-B, shaped implants are the trick. If C-D and up, have a reduction and breast lift. Of course nineteen is a bit young for all of this but if you got the money and like gambling your life go for it.

Depending on the size of your breast and the degree of "sagging" you can help the situation to some extent by asking a knowledgeable person(like a personal trainer) how to do a good chest workout routine. You need to do bench press and butterflies. If you do not have the equipment at home then join a gym. That would be a lot cheaper than having breast lift surgery. Invest in a very supportive but yet comfortable push-up bra, I mean why have surgery and all of that when you can just buy a nice bra and they'll be as good as new :)
make sure you always wear a bra, and get 5lb hand weights. since your boobs are made up mostly of fat if you lift weights for a few minutes once a day the fat will start to turn to muscle. this will cause your boobs to shrink a little but completely normal since muscle takes up less room than fat. I had the same problem after i had 2 kids and breast Fed, got this advice from hubby who is in the army and it worked for me. Good luck hun.
