In a OB ultrasound, why would a femur measure 2 weeks behind in growth than the rest of the fetus?

Sometimes this happens if there are short people in the family. In rare cases it could be a sign od Down syndrome, or dwarfism, or could be the baby is not growing right. They will keep a close eye on you and have repeat scans to check the femur length.
Could be genetics. Is there anyone in your family that has short legs? Ask. My middle child's femurs measured short as well. The doctor wasn't worried because my father in law has short legs.

Not to worry you, but short femurs are also one of MANY markers for Down's Syndrome. If your child had other markers I am sure that your doctor would have said something and asked about additional testing.
