The hymen acts as a physical barier against dirt and bits of litter (like grass, seeds, tiny rocks etc) getting into a young girl's vagina.
It's a defence mechanism to stop children getting internal infections when they play nude in the outside (if you think of a little girl caveman and how dirty she will get all over).
An adult woman will be less prone to getting bits of rubbish inside her as she will not be rolling around on the ground during childish games and such the hymen is not needed in a fully grown woman and as such is not needed after sex and does not regrow.

I am an alternative medicinal therapist and an ex nurse, some of this answer has been covered but the real reason is, before we are born our ears, nose and airway is blocked by mucus,but the Virgina cannot be blocked this way. It was blocked to stop fluid (as in the above mentioned areas) seeping into the uterus.
