Other Answers:
You really can't do much, the police will say that he wasn't looking at you. Maybe try talking to the daugter, leave a note in her car or speak to the other neighbour.
Are you serious? You don't want the cops involved? This man is peeping in on his Step daughter, and yes you should report him!! Nobody has to know it was you who reported it.

I cannot believe you are even asking this!
leave a note on the car or a anonymous phone call
Wow! Scary! I don't understand why you don't want the cops involved. If he does it all the time then just set up a video camera aimed to that side of their house and see what you can get. If it's a security camera on your yard you can't help what it catches in the back ground. Then if you go to the police you will have proof of what you are reporting and you won't be accused of just starting trouble. It would be a real eye opener for the mother also. She may not believe you if she just doesn't like you, but if you have proof? Then you've done all you can do. And this decision as far as protecting her daughter is upto the authorities and the mother. Also, how do you know that this is the only house he is doing this to? If he's sick in this way, he's probebly sick in another. Get him out of your neighborhood!
well tell her ir u can. or just leave it alone best thing to do is tell her.
Drop the race card, do the right thing and report the abuse. Abuse is a downward cycle. ALWAYS REPORT ABUSE! Don't let the sun set on another day.
if i were you i would report it to the cops,it's wrong and the man is a predator, leave the "race" out of this, what matters is the minor next door living with the predator,do what's right.whatever you do don't talk to the other neighbor about it, that's how gossip and rumors are started and they always come back to you.
WELL 1st try to keep an eye out and make sure that at all times u can hear if any thing is going on!!I cant tell u to forget about it coz if there is some thing u mite blame your self try not to let it scary u in any way but stay on the save side and take a pipe 1 in a while!!(sorry not very good at spelling!!lol)
I would say to leave it alone and not get involved you don't really know what he was doing, maybe he was locked out and trying to get her attention to let him back in.

CALL THE POLICE...You could be helping her, he might be doing alot more then anyone know's and she may be afraid. Call and say it's a prowler or whatever.. anonymous, just call.help the poor girl !
first of all what was the daughter doing? maybe it was something innocent, are you just jumping to a conclusion?

if it is serious you could probably call the cops anonymously.
when i was 14 i wish someone would have reported my father. I know the neighbors knew he was abusing me and my mother just acted like it was OK. me i was to scared to say something until it was too late. you should report this even if it seems little. every complaint the police get will help make them aware of the situation even if they don't do anything at least you told them. don't let it be too late for her she is not the one that was prejudice it was her father.
