It sounds normal to me. I'm 22 and I'm just 5'3" and I've been that height since I was in jr. high. Well I'm in my 20's and I'm 5'3. so I would say Not at all! But, I am quite short. She is most likely at a perfect height for her age because she will grow a little more over the next few years.
I'm 38 and 5 foot. We are all made different, so any size is perfect!
