Yes you are normal. He needs to get you aroused for you to become lubricated. He did the fingers before you had a chance to be aroused and that is why you were dry. Some girls don't get aroused as easily as other from physical contact. For some girls its easier to get aroused by thinking about or imagining sex.
If what he does hurts, tell him to stop. His fingers aren't getting pleasure out of it so there is no reason to let him keep doing it. If you keep being dry, get some personal lubricant to help you out.

I don't think that anything is wrong with you. I think that you got "wet" because it was the anticipation that excited you. Maybe there was no foreplay for you to get excited. He didn't use any lubrication and you were "dry" so naturally it was painful and maybe because of that you don't have that urge for sex. Remember you are only 19 years old.don't rush it.
