She can't. Girls grow at different rates. there is nothing that will make them grow quicker (or slower). breasts grow until a woman is in her 20s. She still has plenty of time. (Most girls are still flat at 11--i know I was)

If it were me i would try getting a padded bra because you cant tell if someone is wering padded or normal type bra it will work because i have a friend like this and we are in the 9th grade. Hope i could help!
it is true i heaard of this given to young girls like age 5 or seven.But at age 11 it is not good to do that shes already in double digits.why is your mom so not fair.This is upsetting to me,messing with human nature.poor girl.I know how she feels ,I started growing at ten but some how it stopped all of a sudden, weird.and started again later when i was like fifteen, Now I wonder if they did that to me too! Not cool.She can drink bottled water and keep them close to her, she can eat unsliced apples that she washes, she can try make her own pasta,open new cans of spaggetti sauce,and anything new un opened not touched is safe. dont eat any thing made by others.If you want to go to this extrem,but she can go to a coundeler and talk tomom about the fact that she does not want her boby messed with.
a good padded bra should do the trick..shes only 11 so she has plenty of time to grow,
