It really depends upon the Dr. some drs want you to be a certain age and have a certain amount of children. Others just want you to have a certain amount of children. I have found that Planned Parenthood has some very lenient rules on tubal ligations.
It should be your choice - especially if you've had children already. Are you in your 20's? If so, that could be why your doctor would advise you to wait. Otherwise, I don't see why you couldn't have the procedure.
I do believe it is the age of 25 when you can get one just based on want. My friend is planning on this when she turns 25.
