Unless you're having any sort of female problems, or are sexually active, or are using hormonal birth control, gynecological exams (which do NOT need to be administered by a gynecologist, incidentally) do not need to start until you're 18, then you go every year after that. You should get annual exams if you are sexually active (regardless of age) or if you're using the pill (regardless of age).
About 19 or 20 if she is not sexually active.
If she is sexually active, she needs to go earlier.
I first went at 19.
