Why wouldn't it be? I started at 12, my daughter at 11 , my sister at 10,and one of my nieces at 16. The age range of when you start depends on a lot of thing such as diet hereditary, size,activity and so on. There is also a lot of contraversy on growth hormons used on dairy cows and chickens, as to an earlier onset of menstral cyle.

Normally girls have there menarch at 14, that would indicate your in your puberty stage.
