It can make you anemic, if you lose more than a cup full but wouldn't affect your blood pressure. This is extra blood your body makes specifically for making a baby. So, you would need to lose a lot of blood to affect your blood pressure.
You would need to loose a TRUCKLOAD of blood to see your blood pressure drop significantly. The decrease of your BP could be secondarily due to fluid(water) pushing into your tissues which would explain the puffiness many women feel. Are you sure you have low blood pressure? how low is it? these questions need to answered before a better medical opinion can be given.
