When I saw your question I knew you had JUST watched the Family Secrets special on ABC, which was also on Opra a few months ago lol, before I even read the full question. But yes it's a cow.

I have never heard people call a heifer, except for this place I used to work. I was the only white employee in my dept., and if one black girl didn't like another one, they'd call them a heifer. I guess it's a nice way of saying "you little so and so, I can't stand you." I used to think it had something to do with baby cows.
I find it fascinating that thirteen additional people felt the need to reiterate that a heifer is indeed a cow, even after the fist respondant provided a sufficient answer to the question.
