My little sister started puberty when she was 7 now she's 8 and her bra size is a 36C. Is this normal??

unfortunately it is normal-eveything is starting early for the young'uns nowadays.
She should go see a dr though just to make sure she is ok-and your mom may wnat to get her some therapy to deal with the crap that will come her way. My guess would be that she looks like a teen or a young woman and men are going to approach her.
Some will be able to tell she is young and leave her alone, Others wont care adn yet others may try to hurt her for leading them on. Throw in that she can get pregnant (if your version of puberty includes a menstrual cycle) and you have a recipe for disaster. SOme parents would want to keep her locked away from the world-it can be cold to a girl who develops early but this is something that happens and has for venturies-it just seems that the age of puberty and development decreases regularly.

does she eat a lot of meat that contains hormones & antibiotics? (meat that isn't all natural) eating meat that's been pumped w/ drugs causes girls nowadays to develop a lot sooner.

She could be eating something at school or something your mom is buying that is pumped with hormones. It normal for someone that age to being developing (but I've never heard of a C cup on an 8 yr old). Is she taking any medication? There may be some steroids in them.

My sister matured very early in life. I would say about age 10. Her chest size was so big that she eventually had a breast reduction. So, some girls develp early.
So, yes this happens to some people.
the term is "precocious puberty" and its totally normal. her doc may just want to monitor hormone levels and fluctuations. actually, 8 years old isn't early, by any means, to start breast development.
