There is not really a specific height you have to be at its just depends on your genes. Hope this helps. But 4'3" is short but you will get taller see when i was in 5th grade i was around 5'4" or could have been shorter but now im a senior im 5'6" so really it depends on your genes cause some kids her bigger and taller then me when i was in 5th grade and some were shorter.
it's normal and i'm sure u'll get to grow taller in the coming years. don't worry so much about it now, coz u are still in growing age.
