It's very likely a yeast infection. You should ask your doctor just in case.
Yeast infections can come from an irritation to the fabrics in your undergarments, the laundry detergent you're using, the soap you're using to wash down there. (Try a special soap just for that area, no perfumed stuff though).
You'll likely be fine with a three day treatment for yeast infections from Walgreens, but it's still best to check with your doc just in case.
You have a yeast infection, just get some cream for vaginal infections at the store, put it on right before you go to bed and you'll be better in the next few days.
Just ask your Mom about it, she'll probably say the same thing, but if she's not sure what to do (I doubt she won't know, but just in case) then suggest buying some vaginal cream for this purpose.
Also, have you shaved your pubic hair recently? If so, then your feeling it growing back again, which can be severely itchy!
It was like that for me too, it goes away eventually not to worry and the less you think about it the faster it goes away!
If you've shaved down there recently it could be because of that too.

If you're also seeing a slight bit of white cottage-cheese like discharge, this is most likely a yeast infection caused by Candida. This is a common infection found in moist warm areas. It is common in the vagina, but also found under the breasts and pannus (overhanging stomach flap) in obese patients due to the same reason: moist and warm. Treatment for that is simple: antifungal. In the case of your vaginal yeast infection, and easy and simple solution is Monistat suppositories. Use it nightly- they have 1,3 and 7 day formularies- I recommend either the 3 or 7 days. Since you are a virgin you are not at risk for STDs, but if you weren't, I would also recommend a visit to your doctor for an STD screen (gonorrhea, chlamydia, HIV, syphilis, hepatitis B and C). There are also other causes of possible itching such as herpres, genital warts, and molluscum contagiousum, but this can only be diagnosed by your doctor.
You might have a vaginal yeast infection. You should tell your mom and go to the doctor or have your mom get some Monistat at a pharmacy. Also eating yogurt will help some too.
