I'm not sure what you can do to gain the weight there but they do make jeans now that help accentuate your butt.
If you don't naturally gain weight in that area or you want muscle and not fat, you have to build those muscles. Do some squats and a lot of leg exercises. Women's Health Magazine always has a lot of great exercises. Or go to the gym and look at the weight machines to see which muscle groups certain machines work out.
