I'm guessing that you are fairly young. If one breast is growing , and the other isn't, that isn't normal. there is a condition where one breast doesn't develope, and may require surgery. Anyway, if your mum doesn't pay any attention, you may have the school nurse look at you when school starts again. To answer your question.it depends on your age and what stage of puberty you are at ---- what size is the boob that already started growing? If it's just started where it really hurts when you touch it and mostly underneath the nipple then just give the other some time to wake up.but if you need a bra to hold one up then you might want to see a doctor.
I think your mom would do what she thought was right.and she knows better then any of us cause you are her daughter.
