The same thing used to happen to me. My esthetician told me to start using men's razors and they made a huge difference. Also, I use a really thick lotion every time I shave and while I'm shaving, I get a really thick lather of soap or shaving cream.
Aloe or cool water. try that or vaseline works for me

Use Nair. Put the lotion on, leave on for 3 minutes and it comes right off!! No itching or burning!

I don't have hair on my legs, so no reason to shave them. However, I think you could solve your problem by washing your legs first, apply a shaving lather made especially for women with sensitive skin, use a new shaver each time and on each leg, afterward rinse thoroughly with cool water and apply a soothing lotion.
I heard a tip recently. Dry shave with a brand new dry razor, using baby powder insted of cream or soap. NO water. Do not rinse blade just blow out hair and powder out or tap on hard surface. Do before shower. I tried it. It worked ok, no razor burn. Good luck. Oh yeah I alway use baby oil after I shave. Nice smooth finnish.
ok for now you've got to use a lotion with Aloe but when you shave you have to either change the blade or get a new razor (if its disposable) It sounds like the blade is dull and you have to pass the razor a few time before removing the hair. Other than that try the razor free hair removers. And oh yes with the razor use lots of shaving cream and a blade with a moisturizing strip.
try coco buter after you shave it cools the iching and burn after shaving...
