im pretty sure its supposed to go all the way down, lol... try a bigger size condom, idk really, ive never used em, but i know its supposed to fit and that they make em in different sizes!

It may be that you are unfolding it from the wrong end possibly, or that it simply doesn't fit. Yes it is supposed to go all the way down the shaft otherwise you are setting your self up to get all kinds of diseases and other nasty stuff. Make sure you're putting it on the right way, if not, talk to your doctor for other options to protect yourself.
