I would like to think that if they are showing them they wouldnt mind a compliment. But, I have been wrong many, many times. You would probably get kicked in the balls.
It would have to be done very tastefully. How to do it, I don't know. For example, saying "Nice shirt" when it's clearly nothing special but she's showing a lot of cleavage, that's just rude. It would probably have to be very generic, saying something like "I just couldn't resist letting you know how beautiful you are" and maybe using your voice intonations to help her figure out your being specific.
If she does like it, she's probably not worth your time.
They don't like it if your blatant about it. There is a time and place to compliment boobs. You have to wait for the right conversation or make the right remark abotu how nice her shirt looks.It'll probably lead into a boob convo.

No woman don't like men to complement them on that, unless they are drunk, or if you are in a relationship with them. Othewise woman just want you to look and keep your distance. : )
Never say anything about a woman's breasts that you don't know. You might get beat up by her, her boyfriend, her lawyer, etc. Plus even mentioning something like that can be construed as harassment and you can get the cops called on you. Just keep those thoughts in your head, instead of saying them out loud.
Your thoughts are your own, but as soon as you open your mouth, they become everyone else's business. So just keep quiet and enjoy the scenery.

Try complementing them in general. After you have talked and introduced yourself to get rid of the creepy stranger vibe. Women are made up of more than boobs and don't appreciate being stared at.
WAIT, I'm seeing all these girls saying "no." WTF IS UP WITH THAT!! When you get your hair done and looking all nice, wouldn't you like to be complemented after walking around and showing it off? If you went and got a tan, wouldn't you like people telling you that your skin looks great? BUT when you go out with your boobs hangin out all over the place, WE aren't allowed to compliment or even LOOK!? That's just a bunch of hypocrisy if you ask me. If you go out with your boobs hanging out, you should be EXPECTING it and enjoy the compliments. I just recently got in the best shape of my life and I purposefully wear small shirts and love it when girls look at me, and love it even MORE when they mention my huge muscles! I think you are all the same way, you just don't want to admit it because you would like to believe you are "lady-like". Well, guess what "ladies," you left your dignity back at home when you chose that low-cut booby shirt over your T-Shirt and Bra.
