There is actually a condition that cause a women a great deal of pain even when slightly touched down there. i can't remember what it's called on the top of my head. But I know there is treatment that will help manage the discomfort. Try searching for it on the web

i dont think it's sex without penetration but maybe you should pop her cherry and then it wont hurt

It sounds like she isn't ready when you attempt it. When you are positive that she is ready, use a water based lube - and lots of it. Be gentle and go slow. Also, if she hasn't already, she should see a gynocologist to be sure there isn't a physical reason for her pain.

the first time will be painful for her... first time sucks... the 2nd time is slightly better, by the 4th & 5th.. she'll be an animal...
I of course recommend taking it slow and letting the girl do everything... three years is VERY slow... she's just not ready yet... don't pressure her... keep enjoying your relationship.

hmm...to me it sounds like her "cherry hasnt been popped" yet.
and I don't think that you can classify it as sex until theres penetration.
but, If she is still a virgin and if the both of you really do want to have sex then theres only one thing to do.
after the first couple times it won't hurt her as much though.
