Is there something you can do (non-surgically) to keep your nipples erect?

Keep them cold!
rub ice on them - only temporarily solves the problem though!

Nothing permanent. If you want them to stay hard, getting them cold (as with ice) is a good way, but doesn't last very long especially if the room is warm or you're wearing a bra. If you're looking for the effect to show through a shirt, I believe they make special bras that have fake nipple protrusions built in for the braless look. Search specialty stores online to see if you can find one. Sorry I don't have any names for your myself.
