It's basically just irratation from the new hair growing in. Try shaving and then using and exfoliator to help ease the new hair out of the skin.
Razor bumpz?
The best way to shave is to shave down with the hair...not against it. You are getting razor burn from the razor..try using a mans beard razor..they are meant for stronger hair...unlike women's razors that work well for legs...but not so much for thicker hair like pubic hair. Also use Conditioner...that helps me. It stays on better as you shave and helps the razor roll across the skin better. Always moisturize with aloe after wards but keep it away from the sensitive "parts" if get my meaning. It will get better the more you do it, you do need to shave as soon a possible because you are also getting ingrown hairs from the razor tearing the hair off instead of cutting it. If you have a "landing strip" it helps since the hair right above you pelvic bone grows straight down. Makes it harder to shave. Some women swear by waxing..so you might check that option out as well.

you gotta shave in the direction that the hair is growing in. other wise you get itchy, irritating bumps everywhere! =]
It is just a really sensitive area to be shaving. Try not to shave the same area over and over again and shave with the direction the hair is growing not against it. Also there is this product out there called Bikini Zone, it comes in a cream and also a gel. You can get it at Target or Walmart in the shaving section. You apply it after to you have shaved and gotten out of the bath/shower and have dried off, and it works wonders. You can apply it as often as you like.
Ur legs have got used to shaving and ur pubic region will also provided u shave it with the same frequency and care.
your hair is irritated..just try not to shave there too often & find something that can help sooth it but make sure its safe for that area
