Usually you can. I'm assuming your charting and thats why you ask? If you have difficulty reaching it, mark it as being high.
Just as an aside, although cervical position is not a very good indicator of pregnancy as it usually wouldn't change before a test would confirm anyway - I've heard of a couple women who's CP was so high they couldn't reach and thats how they knew they were PG.
