No those pills don't work. However, first of all you should realize that not all guys like girls with large breasts. In fact there are several guys that prefer natural homegrown girls with a small chest.
I realize that our society has done a poor job with attitudes about bodies but there are plenty of guys out there who will love you for your personality and other natural God-given talents and gifts. I know our culture has done a poor job of encouraging both sexes to be content with our bodies as is, but you need to ask yourself will you really be happy with a person who only loves you for the size of your chest?
If not, I suggest that you first accept who you are and be happy with that and you will be surprised at how sexy your confidence will be to entice guys to pursue you because of your attitude and personality.
Worrying about it only provides more of a distraction in the same way that a guy worrying about his height/penis size can be destructive to his relationships.
Be happy with who you are. You seem like a very intelligent, sincere person and I'm sure that any available guy would be happy to get to know you and spend quality time with you in a relationship.
