yes it's normal for some. You're not finished growing, my mom had AA cups but I'm a full B now, and I was an A cup when I was 16.

she doesn't even need to be a AA, she could seriously not wear a bra and it wouldn't make a difference! she wears a padded bra to make it look like she's more "full", but even still she looks flat
basically its up to your genetics
your boobs probably won't get to a B if you say your mom is flat, but whatever
your probably super skinny too
To answer your question, yes it is normal. Breasts can grow later, like around 18 for example.
As far as genetics, it's possible you will stay that size, but my own mother is a B and I am an 32F or so.. last time I checked 32was after my son was born and I was a 32GG, so I have shrunk some since breastfeeding him- before that I was a DDD, so there you go. Genetics does have something to do with it- but not entirely.
I will tell you though- big breasts are NOT all that people think they are. Mine are much too big for my size and I get neck and back aches from them. I would be more than happy to be a C or D and after I am done having children and breastfeeding, I am getting them reduced. I do think some women just look better with the breasts they have- it looks ridiculous when you have a tiny skinny woman with huge boobs.
If you are worried about this for the sake of attracting guys... well my fiance is not a boob man.. so a lot of good it does for me to drag these things around, lol. Not all guys care about breast size, despite what movies and TV tell us...
Ummm.I wouldn't put it all on genetics. People in my family are kinda flat...but I am a 14 year old with size 40D boobs! What goes, goes.
