you are basically at the age where every girl wants to start.just be honest with your mom. I'm sure she will remember when she was a girl.

just ask her how old she was when she first started shaving and she'll get the hint.
Work with your resources.
Do you participate in sports? Explain to your mom that even though it does not affect your playing, it might help your confidence.
Are your friends shaving? You obviously don't won't to do the old "but everybody else is doing it", but you can work with the fact that your friends are starting/have been and you yourself are ready. Even if they aren't, it can still be a good time for you to start.
Here are a couple other ideas:
Form a little pact with her. "When I start my period I get to start shaving." You can work with the whole 'part of being a woman' thing. Or you can work on the fact that you have had your period already.
I also heard of this one strategy: Show your mom what your legs look like in tights.

If you're too embarassed to say it, just write a letter and give it to her. Let her know that you feel it's time for you to start shaving, and you'd really appreciate her support and advice on how to best go about it.
