I don't know what you mean by an "extra" piece of skin hanging out from your vagina unless you mean visible labia and saying it's from a hormone imbalance doesn't make sense.
There is no good reason to do vaginal surgery unless there is a medical problem. How it looks is irrelevant. We don't all look the same you know.
If you are sexually active now than you really really do need to have regular gyn exams. So that you can make sure that you stay healthy.
And no a doctor can not know by looking at your vagina whether you are a virgin or not. You have to tell them that yourself and you should tell them. A doctor will not tell your mother or anyone else if you have had sex because that is confidential between you and your doctor.

No they wont be able to figure that out, just don't have sex like the day before, they can find that your skin is stretched. so just don't do it before you see the Gyno. And as for the surgery... its up to you if you wanna do it, if you're comfortable with that, dont do it, if not, might as well, otherwise you'll be self conscious for a long time. and the surgery of that type isnt serious, so you will be fine.

The ob-gyn can't tell if you're a virgin or not. Every girl has a hymen intact until they have sex, BUT it can also get broken from doing every day activities like riding a bike.
However, since you're sexually active [or so it seems] you need to start going to an ob-gyn anyway, to make sure that you don't get infections and diseases.
My advice, is to go to the doctor and see if he/she thinks you need to have it removed. They'll know the best if there can be complications in the future regarding it.
Btw, you're too young to be having sex. Make sure you use a condom, as I'm sure you don't want to have kids yet.
How do you know this is an imbalance of hormones. Sounds pretty normal to me. It's called the labia minora! It is a piece of skin on the inside of you vagina, can commonly hang lower than the outer lips (can't remember scientific name though). You sound pretty normal to me though. Google 'labia minora' and relate it to you. Try teenwire.com and search 'figleaves'.
