Your best bet is to go to a store that measures you for a bra so you KNOW what size you are. Trying to measure at home just doesn't work well because some sites say to add 5 inches and some say up to seven to the band size etc so do it the easy way and go get measured.
why don't you ask your mom to help you measure it and she will help you find the answer!

also, it might be because Ur taking the measurements at different times of the day.
f you measured correctly you would be a 32C. Go to a department store and have a professional do it for you.
Ask the sales girl to help you to choose the suitable size, they'll probably make a great job of it!

you could either go to a store that helps you find the right size, like some of the others have said, or if that's seems embarassing you could just go to a store and try on some bras until you find on that fits you good and the one that fits would be your size. Good luck
