You know, I wondered about that. It seems odd, but my nephew, when he was about a year old or so, would play with himself in the bathtub. We thought it was cute, but never really thought of it. His mom did ask his pediatrician was it normal and the doc said very much so. All children go through stages of masturbation, first by touching themselves - at that time they are not really "into" the act because they don't really understand it. As a child grows older, the touching creates a sense of pleasure.
So, I guess it could start at any age.

I don't think that there is a set age. If it feels good do it. I started after I had sex for the first time.
Even quite young infants indulge way before puberty.
