You can't choose where your body gains weight. You're only 12; your breasts have plenty of time to grow.
If you really want to put on a few pounds, try lifting light weights as part of your exercise routine. Since muscle weighs more than fat, you'll put on a little weight and look toned, not pudgy.
But really, you're awfully young to be worried about such things. Just take good care of yourself and your body will develop the way it's supposed to.

First you eat 3 square meals a day, until you realize what your body needs or does not need. If you come to realize that protein foods adds more weight then starchy foods. Then you SUPPLEMENT your starch foods with more protein.
Keep up with exercises if any and if you notice thighs are taking the brunt of diet change, then increase thigh exercises etc. gl
Well being at the age that you are I don't recommend any really physical training. Just do regular aerobic exercises to keep in shape. Too much training can stunt your growth development. Ride a bike, go run in the park, go swimming, etc. Don't worry so much. You're still young.

At the age of 12, you shouldn't worry so much about it; nature is going to come along and help you out when the time is right; just make sure you eat healthy, exercise (but not ridiculously so), and pay attention to staying healthy. mTrust me, it may seem slow in getting to you, but it will happen.
