To answer your first question--- I was actually 9 or 10 when I got my fist bra and I was like a 32AA and now I'm a 36B... It depends on the girl too. If her relatives had big boobs in their family, then they have a good chance of having bog boobs.
I am in a family where my sister, mom, aunts, and grandmother have big boobs, but I have not grown into mine yet. It really just depends on the genes, plus, there is not definate way you can help your boobs "grow."
You will still be growing (boobs) around your mid-20s, if you can believe it!!? I still have lots of growing to do also...
My boobs are a little awkward and I know how you feel about them. The one on my left is a little smaller than the one on my right, but I wear water and cupped bras. (I'm not allowed to wear an underwire until my boobs are a size C...)
If you want to make your boobs look more even, or if you do not wear a bra yet, wear a training bra. I sometimes wear a sports bra when I run, and that works too. I also like the comfort and ease when I wear the sports bra. (It kinda feels like I'm not even wearing one!)
I like my water bra too. It gives me excellent support and lets my boobs "jiggle" a little more. (It gets me more attention too, by the guys I mean :) .)
If you also want your boobs to look more even, I would try a cupped bra, but along w/ the water bra, you can definately notice that you are wearing a bra, if you haven't b4. A cupped bra is also very good 4 support. It lifts in all the right places, you just gotta make sure you get a good one at like Victoria's Secret or a good brand at like a Mervyns or JC Penny's...
