I have D's and I started puberty at age 10. My boobs didn't really start to grow until I was 12 years old in 7th grade-- I swear there was this pretty black and white striped shirt I liked to wear, and then when I wore it again I had huge boobs!
Throughout high school my boobs were rather stagnant, and then in my late teens they grew bigger.
The growth of breasts is very different in many women. Some women grow breasts very quickly very young, whereas some women are still flat until age 16 and then are bigger by the time they are 20. It's normal for breasts to keep growing until age 20, and not just because you gained weight either.

they started developing when I was in 4th grade and gradually kept growing till i was a C in highschool. recently (four years out of highschool) they grew into D's. I think it is just because I started birth control and gained a little weight. But I love my D's!
